Engr. Mohammed Iliyas BEng, MSc, FNSE, FNIBE, MCIWEM

Mohammed Iliyas is a water supply institutional management consultant specialising in thedevelopment of institutions in the Nigerian water supply sub-sector. He has a MSc in water and sanitary engineering and he is a member of the Council of Registered Engineers of Nigeria, a member of the Nigerian Institute of Management, a fellow of the Nigerian Society of Engineers, a fellow of Institute of Business Executives and a member of the UK Chartered Institute of Water and Environmental Management. He has over 30 years of experience in the water sector in Nigeria.

He started working with Kaduna State Water Board in Nigeria as Engineer I in 1977 and rose to the rank of Chief Engineer in 1986 after which he was appointed as District Manager. He was the General Manager and CEO from 1992 to 1997. He then resigned
from the Kaduna State Government service and joined Darl-hab Nigeria Limited - a water supply engineering and Management company - as the Executive of Water Supply Projects in 1997 where he provided key consultancy services in water supply and sanitation to the World Bank, DFID, UNICEF, UNHABITAT and Water Utility Partnership as well as the Federal Ministry of Water Resources and water boards in Nigeria.

He has been responsible for a number of sector studies in Nigeria and West Africa. He has undertaken studies on benchmarking of West African water and sanitation utilities and managed a programme of institutional capacity building under the National Water
Rehabilitation Project. He was institutional consultant in a number of water policy and strategy documents at Federal and State levels and institutional specialist on studies of water supply in a number of studies for subsidies in Kaduna and Katsina States under
the Multi-State Water Supply Project. He was the project manager of the DFID’s Jigawa State Water and sanitation programme (JUWASS), a programme aimed at, among others, strengthening the capacity of water and sanitation institutions in the state to
deliver improved and reliable services to the poor in the project towns.

Engr .Iliyas’s skills include institutional analysis, policy development, strategy formulation, business planning and capacity building of Water and Sanitation institutions and agencies. Under UNICEF Support, he has provided support and completed the development of Nigerian Drinking Water Quality Standards which has now been approved by the by the Standard Organisation of Nigeria (SON)

Engr. Ishaku Ziyok HND (Eng), B.Sc., M.Sc., MCOMEG, MNMGS, MNAH

Engr. Ishaku Ziyok is a rural water supply and sanitation specialist. He has a M.Sc. in Mineral Exploration and Mining Geology and a registered member of Council of Mining Engineers and Geoscientist, Member Nigerian Mining and Geosciences Society, and Member Nigerian Association of Hydrogeologist. He has about 22 years of experience in the water sector in Nigeria.

Ziyok started working with Plateau State Agricultural Development Programme as a Technical Officer in 1988 and rose to the ranks of Chief Water Engineer. He was appointed as Acting Director Water Supply in the Plateau State Ministry of Water Resource and Rural Development in 2000, and later appointed General Manager Plateau State Rural Water Supply and Sanitation Agency in 2002 - 2007.

Ziyok has supported the building of consensus among stakeholders under the UNICEF Nigeria (D-Field) WES reform programme. Facilitated WaterAid Country Programmes of (Nigeria, Ghana, Burkina Faso and Mali) in understanding key programmatic shifts of equity, inclusion and gender, programme management, WASH governance and accountability etc. Facilitated the development of WASH Sector Investment Plan for Kaduna State, supported by UNICEF Nigeria (C-Field). Conducted review of small towns water supply and sanitation study in Nigeria supported by WaterAid Nigeria.

Engr. Ziyok skills include facilitation in human resource development and strategic planning, policy development, programme planning, monitoring, coordination and research design. He is also the Managing Director Mal-Weng Nigeria Limited which is an affiliate of Darl-Hab Nigeria Limited.






Engr. Aliyu Ibn Shehu B. Eng (Civil), M.Sc, MNSE)

Engr. Aliyu Ibn Shehu (MNSE), MIPA, has a total of 22 years varied professional experience in water engineering; project supervision, testing, commissioning, operation and maintenance and commercial activities related to water sales. He started his professional career with Kaduna State Water Board from 1987 to 2008 where he worked at various capacities as Site Engineer, Civil Engineer, Resident Engineer, Principal Water Engineer, District Manager and Head of Commercial Department.

Engr. Aliyu Ibn Shehu obtained his Bachelors Degree in Civil Engineering from Ahmadu Bello University (ABU) in 1986 and his Master of Engineering (M. Eng.) in sanitary engineering, from the International Institute for Infrastructure and Hydraulic Engineering
(IHE DELFT Holland) in 2003. He also attended many professional courses related to water supply within and outside Nigeria. Furthermore, he participated as a resource trainer in the training program of the National Water Rehabilitation Project organized by the National Water Resource Institute (NWRI) and funded by the Federal Government with the assistance of the World Bank and also participated as a commercial specialist in the Jigawa Urban Water Supply and Sanitation Programme under Darl-Hab Nigeria Limited who are Water Supply Engineering and Management Consultants in the year 2005.

He joined Darl-Hab Nigeria Limited in 2008 and is currently working for a Consortium of Atkins, ITAD and Enplan as a procurement specialist of the State Technical Unit (STU) Yobe State Water Supply and Sanitation Sector Reform Programme (WSSSRP), a project co-financed by the European Union. He also worked for Mouchel Parkman Limited of UK under the same programme as water and sanitation engineer for the STU in Anambra State from 2008 to 2009. Assistant General Manager.

Engr.  Musa Hayatuddin

Musa Isa Hayatuddini has 22 years working experience starting in 1987. He has PGD in Production Management, Bachelor of Science Degree in Construction management / Technology from University of Maryland USA, and a Diploma in Civil Engineering. He has been involved as an Engineer in the Federal Government financed Bida Soil Erosion Control Project.

He spent 12 years with Kaduna State Water Board as Project Engineer for water supply infrastructure development and rehabilitation holding positions like project engineer, project manager and Resident Engineer. He also spent another 8 years with the same water board in water supply service delivery as a distribution engineer and District Manager. He managed some key districts of the Board handling among other things, commercial and distribution concerns.

Musa has worked for Darl-Hab in various Water supply Projects such as the UN-Habitat Water for African Cities (WAC) II Jos, Plateau state, DFID – Jigawa State Water Supply and Sanitation programme (JUWASSS), Support Development of Water Supply and Sanitation Policy, Private Sector Participation Study and Civil Society Organisations’ Mobilization for Anambra State of Nigeria among others.

His major strength is on project management. He is good in team work and situational analysis.







Engr. Myke Mary Nwosu BSc(Eng), LLB, MNSE – Electrical Engineer and a Lawyer

Myke Mary Nwosu (Esq) is an experienced consultant specialising in the Design, Operation and Maintenance of Electrical/Mechnical equipment especially with regards to Water treatment plant operations and booster stations. Also being a qualified lawyer, he developed expertise in contract administration and construction management. He has a BSc in Electrical engineering from University of Nigeria- Nsuka.

He then studied law and obtained a Bachelor of Laws (Honours) degree from Ahmadu Bello University . He is a member of the council of registered engineers of Nigeria and the Nigerian Society of Engineers. He has 32 years of experience in the water sector in Nigeria and has worked as a consultant since 1993.

Engr. Nwosu has gained wide experience as a consultant in the construction, management, operation and maintenance of electrical and mechanical equipment in water supply projects in Nigeria. He has been a lead consultant on various Water Supply Projects, particularly the Zaria Water Supply Project, and the technical Consultancy for Institutional Development for Kano, Niger and Adamawa States. He has served as the electrical/mechanical engineering expert in the DFID financed Jigawa State Water Supply and Sanitation Programme (JUWASS). Engr. Nwosu’s skills include design, installation and maintenance of Electro/mechanical equipment and contract administration.

Chidozie P. O. Eneh is an accountant by training. He has a Higher National Diploma (HND) in Accounting and Masters Degree in Business Administration. He is a Chartered Accountant, and Fellow (FCA) of the Institute of Chartered Accountants of Nigeria (ICAN). He is also Member, Nigeria Institute of Management (MNIM) and an Associate of Chartered Institute of Taxation of Nigeria (ACITN). His professional career of over 19 years started during his National Youth Service in 1990 with a firm of Chartered Accountant where he started to acquire professional experience in accounting, auditing, taxation, and receivership.

Dozie Eneh joined CentrePoint Merchant Bank Limited in 1992 where he worked in the Internal Audit Department which established and monitored standards in the bank. He rose from Assistant Banking Officer in 1992 to Business Development Manager in 2002, and was head of Wuse Branch, Abuja until December, 2004. While at the bank he attended many courses.

In 2003 he was a member of the Private Sector team set up by Hon. Minister for Works and Housing that designed the framework for Public Private Partnership (PPP) on Road Construction in Nigeria. He resigned from the bank in May, 2005 to become a private consultant in Accounting and Finance. He has consulted for Federal Ministry of Agriculture and Water Resources (PCU) on CBARDP, the World Bank , EU, Lagos Water Corporation, Kano State Water Board, FCT Water Board (in preparing their Business Plan) and Adam Smith International.

Dozie is a highly driven and committed professional with strong analytical, strategic and technical skills in finance, taxation and accounting developed from experience in banking, accounting practice and consultancy. He has as the capacity to interpret assignments and deliver desired results.

Dr. Salisu Adamu Abdullahi (BSc, M Sc, Phd)

Dr Salisu Adamu Abdullahi has vast experience in sociology and anthropology. In his 24 years of professional experience, he has carried out a wide range of consultancy services on fisheries, water supply and health issues in all parts of Nigeria.

He obtained his BSc (Bachelor of Science) in 1981, MSc (Master of science) in 1984 and PhD (Doctor of science) in 1997, all degrees in sociology from the Bayero University Kano. Dr Abdullahi has specialized skills in formative and summative research, community mobilization and management, health promotion and public enlightenment, customer surveys, rapid rural surveys and general social surveys. In these fields he has provided valuable consultancy services to various local and international organizations including Federal Ministry of water resources, federal Ministry of Information, The Presidency, State governments, DFID (Access to Justice), UNDP, NISER, Pathfinder International, NEPA, etc. He is currently an Associate Professor at the Bayero University, Kano. In his academic
career he has quite a number of important publications and research papers on water supply and health issues to his credit.

James Tabara OND, HND, PGD - Surveyor

James Tabara has acquired vast experience in surveying and photo-geometry in his 25 years of work as a professional surveyor. He has developed special skills in surveying from his rich training background at the Kaduna Polytechnic and the exposure gained from the consultancy services carried out for reputable firms in water supply, highways and township projects. James Tabara is very familiar with the terrain of Kaduna state having carried several mapping assignments in the state.

James Tabara’s role as the surveyor in Darl-hab will be to carry out detailed survey of the borehole sites, township maps and water network mapping and street layouts for the towns. He has special skills in digitizing and all GIS activities.

Ahmad Bala Adamu

Ahamed Bala Adamu is a professional teacher and a trainer. He  btained his Nigerian Certificate of Education in 1982 and Bachelor of Arts and Education in 1990 . He started his carrier as a classroom teacher and later left to become a private consultant on community mobilization and training. He is skilled in community mobilization, baseline social survey and human resource development.

He joined Darl-hab Ltd in 2000 and has since participated in the a number of training, research and survey carried out by the company which include:

 formative research and campaign on sanitation and hygiene for JUWASS.

 baseline survey of all the twenty three local governments of Kaduna state.

 baseline survey and formative research to ascertain some of the level and courses of water borne and sanitation diseases in Jigawa and Plateau States

 sensitization, awareness creation and mobilization of Civil society organizations in Anambra State.







Mohammed Chiroma: Environment and Water Resources Planner

Muhammad J. Chiroma is an Environmental and Water Resources Planner. He has an M.Sc. degree in Environmental and Resources Planning. He has acquired over 16 years experience in working on land and water resources issues in mostly northern Nigeria. His experiences range from collection and management of information, as important tool for making decisions in natural resources management, to working with multi-stakeholder platforms in reaching consensus over the use and management of common pool resources.

Muhammad J. Chiroma was recently (until February 2010) the Team Leader for the EU-IWRM Project in the Hadejia Jama’are Komadugu Yobe Basin (HJKYB). The Project, which was funded by the European Union, aims at supporting the establishment of organisational arrangements in the HJKYB and the Cross River Basin for effective Integrated Water Resources Management (IWRM). He was also the National Project Coordinator (2007 – 2008) of the UNDP/UNOPS supported Lake Chad Basin Commission (LCBC-GEF) project which worked with stakeholders in the HJKYB in Nigeria on the reversal of land and water degradation trends in the Lake Chad Basin. He is also under long term employment (since June 1992) with the Yobe state Water Corporation as Water Resources Planning Officer. The Corporation is the agency responsible for provision of domestic water supply to urban areas of Yobe state Nigeria. Muhammad Chiroma has also worked as a full-time Consultant with the UK Department for International Development (DFID) which supported the Joint Wetlands Livelihoods (JWL) Project in Northern Nigeria (2002-2007). JWL project has worked with multi-stakeholders in the HJKYB towards promoting consensus building, conflict management and institutional reform in the basin. Hitherto, he had also worked as full-time Consultant (1996-2002) with the EU funded Hadejia-Nguru Wetlands Conservation Project (HNWCP) in Northern Nigeria as Project Manager. Muhammad Chiroma has also been involved in many short term consultancies/research/studies.
